Liu Fu 劉馥

Liu Fu 劉馥 (d. 208 CE), courtesy name Yuanying 元穎, was an official of the warlord Cao Cao 曹操 in the last decades of the Eastern Han period 東漢 (25-220 CE).

He hailed from Xiang 相 in the princedom of Pei 沛 (today's Xiangxi 濉溪, Anhui) and fled during the rebellion of the Yellow Turbans 黃巾 south to the region of Yangzhou 揚州. For some time he was an advisor to Qi Qi 戚寄, a general of the the local warlord Yuan Shu 袁術, but then went over to Cao Cao. The latter made him regional inspector (cishi 刺史) of Yangzhou, where he founded some schools, cared for hydrological projects and the building of city walls, and created military agro-colonies (tuntian 屯田) to supply the regional troops.
