Pang De 龐悳 (an alternative writing of 德), courtesy name Lingming 令明, was a military official of the late decades of the Eastern Han period 東漢 (25-220 CE).

He hailed from Huandao 狟道 in the commandery of Nan'an 南安 (today's Longxi 隴西, Gansu) and was a small official. He participated in Ma Teng's 馬騰 campaign against the Qiang 羌 tribes and other small activities, which brought him the title of 'lieutenant' (xiaowei 校尉), later that of commander (zhonglangjiang 中郎將), and the title of Marquis of Metropolitan Residence (dutinghou 都亭侯). When the warlord Ma Chao 馬超 invaded the region he joined him, and after Ma's defeat by Cao Cao 曹操, followed Ma Chao into the region of Hanzhong 漢中, but decided there to join the sectarian rebel leader Zhang Lu 張魯.

Pang De finally submitted to Cao Cao, who made him General Establishing Righteousness (liyi jiangjun 立義將軍) and made him Neighbourhood Marquis of Guanmen 關門亭侯. In the town of Wan 宛, Hou Yin 侯音 and Wei Kai 衛開 rose in rebellion. Pang De joined Cao Ren's 曹仁 suppression campaign, killed the rebel leaders, and secured the city of Fancheng 樊城 against Guan Yu 關羽. Because Pang used to ride a grey horse, he was also called the "white-horse general" (baima jiangjun 白馬將軍).

In 219, a large-scale campaign against Guan Yu was carried out, but the swollen waters of River Han 漢水 impeded the advancement of the armies, and Pang De was captured. Because Pang's brother Pang Rou 龐柔 was in Shu, Guan Yu tried to pursue De to surrender, but he refused, and was killed. His posthumous title is Marquis Zhuang 壯侯.
